Considering that one family of his has already died? I think you're focusing on the short term too much-Because in the long term, he could easily go ma:once more, crazy Pokemon do not make good explorers. Ever. So perhaps instead of killing them...I would figure out how to overcome what's holding them back. That's just my view though.
