Stumps aren't demerits; if you have special stumps, that's actually a good thing (it doesn't affect the town rating but you can score some expensive mushrooms). Remove all trash and items from the ground (this includes fruit) and plant tons of flowers. If you plant like flowers together in an X pattern and water them, they'll make more (sometimes rare colors) that you can then plant elsewhere.

Your next large public work should be the 'Museum Shop' to get powerful tools & storage space. Week later, you can build the café in your village. You're mayor: build for your constituents: bridges, streetlamps, scenic benches. You can replace small public works later, so use a yellow bench now. (PS. All Chris's suggestions are supported by many wikis, but I greatly doubt them all.)

PPS. Love bamboo here! You need just one shoot to populate your town. :-] Actually, groves are self-limiting in size. Like real bambo, spreads by runners. Planted mine around cache ponds & at scenic spots. Many people try & automatically restrain it with various plants. I like to dig the extra shoots twice a week for 80,000 bells.

Hope you're enjoying Lillies of the Valley. My perfect town took about two weeks. Balanced triples of trees by type, as described. Planted red & same species flower with spaces around. Hand watered. Moved newly colored hybrids around villager houses. Public works were bridges, streetlamps, benches for villagers (makes big difference). Build village for villagers. Quality, not quantity. Google.

@CrazyRyan just a little tip. If you have too many trees, it could decrease you satisfaction rate. @Chris actualy fruit doesn't count as litter. I think...

You are allowed to have fruit and sea shells on the ground Look over your town and check where you don't have hardly any trees. That may be where she is talking about. the beach or some other area.

Fruit does count as litter. I had set some fruit down due to my inventory being full and my town rating went down until I picked it up again.

Fruit doesn't count as litter. I found it on the computer. I don't know why it counted as litter for Chris though...

^Yep, that was it. When I say "litter," I don't necessarily mean on the same level as trash you fish from the ocean. Having too many items on the ground in general can reduce town rating.
