I purchased the hero of hyrule pack and only this came up. It doesn't say anything about the Majora's Mask Pack. How do I get to it?

You need to "activate" the DLC pack. Go to the eShop, enter Hyrule Warriors page, and then "Downloadable Content". Then the system will start to download it. Same thing happened to me.
