    A week need to pass after the mayor has earned the Town Development Permit also you need to connect to the internet at least once. After this you will find Isabella asleep in the town hall. To connect to the internet you need to make sure your ds is set up to. Just go to the post office and ask Pelly about a present.

    Granny nailed it. Just clarifying two of her suggestons that will get you the Dream Suite asap. Be sure you used your system tools to run Spotpass on your DS, tell AC to draw from it at the 1st menu, get a gift at the post office. Now build a yellow bench near your scenic waterfall. (Never a mistake.) The Dream Suite should be your 1st large public work.
