    Yes it does. I caught a couple shiny legends before I got a shiny charm, and one of them took 6 days to finally show up. Afterward I restarted the game and got the shiny charm. Got most post-game legends in 2 days or less.

    Shiny Charm basically doubles the probability of encountering a shiny, there are statistics coming from encounter bots proving this. The rate will still be pretty low, though, so combining the charm with other likelihood increasing methods such as masuda breeding is recommended.
