    It's a decision by Miiverse administration and Game Freak. I have the new 3DS too, and trust me, extra oomph in the 3DS processor, is no reason why you can't upload a screenshot to something FIRST designed for that amount of processing power.

    I don't think you can upload screens from Smash 3DS either for whatever reason. It'd make my overall satisfaction with my posts rise if I could simply upload my progress along with a screen in some games but we're just not allowed, oh well...
