    The Exp. Point Power is in the Mauville pokémon center (I think you need 7 badges) To get the Hatching Power, after recieving all other O-Powers, Talk to the pink man in the top-right apartment in Mauville hills, then talk to the man in the room across the hall.

    um i went to the maville poke center and i talked to the guy... i got 2 opowers but none of them were the Exp one, then the guy left....?

    Leave and then come back. A different guy should be there. Kepp talking to him until he leaves. Repeat. I think the Blue guy gives you the Exp. Power.
