    They just appear. But they're randomly selected each day. You can get others to appear through passerbys or Streetpass.

    Just connecting to the internet can get others to appear. You don't even need to interact with anyone. If a mailbox appears on the BuzzNav panel, it worked right. I've gotten as many as 8 or so Mirage Spots with this method.
