I just made a theory :B Tingle appeared in Majora's Mask after Navi left, Link was looking for Navi when he appeared in Termina, and Tingle says that he is a fairy. This picture also says ''Tingle, the REINCARNATED FAIRY''. Also, Navi would help link find where he is going in Ocarina of Time, and Tingle also helps Link by selling him maps of places in Termina. I think Navi turned into Tingle.
