    you have to go get the piece of the great fairy, take it to the fairy fountain and she will give you the power to shoot bubbles... use a bubble to pop the baloon in north clocktown then talk to the kid and they have you play hide and seek with them. once you find them all go to east clocktown and tell the kid guarding that open passage the code the kids gave you, then go in and go down the path...

    once you get to tne astronomers place go up the stairs and talk to him so you can look through the telescope and look on top of the clock tower, then a cutscene will activatte and the moon will drop a tear, go through the door next to the telescope and retrive the tear... go back to center clocktown and give the deku scrub the moon tear and he will give you his deku flower, at 12 pm on the last..

    night the clock tower will flip revealing stairs to the top... use the deku flower to launch up to the stairs... you can figure out the rest from there...
