    you have to have a perfect town for 15 days do it by building lots of public work projects and have more than 75 flowers that are rare and have at least 200 trees

    I don't think you'll need 200 trees to have a perfect town (I don't think you can even have 200 trees). I didn't even have 100 trees and I still had a perfect town and got the Golden Watering Can. Planting flowers, trees (not too many), keeping your town clean, building PWPs, and having more villagers move in helps you get perfect town status.

    Signs of having a perfect town is gaining Jacob's ladders, access to more public works projects, and having rare mushrooms grow in your town. And, of course, keeping your town perfect for 15 days straight will grant you the Golden Watering Can.

    Isabelle will let you know if your town is perfect as well. And you have to talk to Isabelle in order to get the Golden Watering Can. BTW, it's much easier to get perfect town status when you have a Beautiful Town ordinance in order. This makes getting more flowers easier and keeping your town clean very easy.
