Question

I'm I only allowed to fight the Shagaru Magala twice? (Once for story mode, and one repeat), or did the game just glitch out and prevent me from farming resources from him?

    It's not a glitch, Elder Dragon quests are kinda random. Do a few missions and check to see if it pops up again.
