    It's random. However, I frequently have a camper one or two days after I've streetpassed many people, or after I've been on the online islands and I've encountered many people.

    When you keep talking to them they will say I wish I could live in a town like this and if say you should move here then they will play a game with you if you win then they will move to your town.

    Be prepared to lose a lot through games. If you don't carry enough objects or bells, they won't play. So, I carry modest things I can replace through my catalog & about 15,000 bells in my pocket. Even if you don't get the camper, you can at least win some nice camping equipment.
