Actually, you can only move one Pokémon at a time, and if it doesn't make a match, the move is cancelled. He had no more moves.

@Josh how would having a Water pokemon be useful against another Water pokemon? Especially one as weak as Feebas?

@Lucas Bottom right corner. One Sceptile in crystal, another two spaces to the left, and one more that can go in the space in between

Gets rid of the other Feebas on the board, clearing the distruptions. Do that, and you'll easily win.
