    You need to be a minimum of HR4 to participate in them. They're filed under the Event Quest category at the Gathering Hall's High Questatrix. Specifically, "Fire Fight" and "Three Virtues" are the quests you're looking for. However, since the quests have some tougher monsters not normally encountered until HR7, you may want to upgrade your gear first.
