It's actually a fan-submitted design. Capcom held a contest a few months before the game came out, with two winners: one NA, the other EU/AU. That's the NA winner. The weapon itself replaces a One Piece tie-in weapon with identical stats.

I hope they're having fun! Oh man, THAT quest. I want better armour, but don't want to start spending resources and zenny on anything but weapons until grank. I hope I can make it!
