    You can mine Dragonite at the Frozen Seaway, Volcanic Hollow, or Heaven's Mount. Remobra Hide is carved from the flying small monsters at Heaven's Mount. If you don't have any quests at Heaven's Mount, keep progressing through the game, it's a later hunting ground.
