    Focus on the top half, the first 3 on the left. Move Fraxure with Haxorus, then Haxorus with Axew. Now the top right: Move Fraxure with Axew (from the same upper left side on the same row). Now Move Haxorus with the Fraxure the you recently moved. and finally move the freshly moved Haxorus with Axew. If done correctly the row of unbreakable blocks will leave and everything should fall into place
