    You're obviously a noob. There are certain quests called Key Quests. (It doesn't specifically say what the key quests are, but I'm sure some other players will tell you.) Once you beat all the Key Quests, an Urgent Quest will appear. You'll HR up if you beat it. However, you must host the Urgent otherwise you won't HR Up.
