    Is your weapon the ice element? I've noticed this too, the skill is only active with the corresponding weapon. If yours is ice though then I have no idea!

    yeah it is ice element, which is strange, i hear about this skill called awakening which allows polished weapons skills(elements) to be used but mines no polished weapon:/
