In the after story quests you have to beat ANKANTOR! Online you have to beat UKANLOS! Yep they are forcing you to fight them, RUN FOR YOUR LIVE!(gets trampled by Ankantor)

You have to progress through the Gathering Hall all the way to HR7. Complete the key HR7 key quests, and you'll get two urgent quests (Dalamadur, and then Ukanlos). Once you've cleared both of those, you'll be given your G1 permit.
