    You need to do the Gathering Hall (online) quests to raise your Hunter Rank. It's a matter of doing certain key quests, then doing the urgent quest that gets unlocked.

    The 1* quests at the Gathering Hall you need to do to get the urgent that brings you to HR2 are Seltas, Kecha Wacha, Tetsucabra, and Gypceros. But go ahead and do them all if you want.
