    It helps if you put the map on so that it shows up on your gamepad... then you can just look at the map as you drive around (the map shows you which billboards you've allready smashed and which ones you haven't).

    And there you have it! By using the map, in just a few hours, you can find all the billboards. Now all that remains is gates and jack spots.
