    I think that you need to clear...I want to say the first mission of the Op. Bellisima branch on Hard or above. The one where you help rescue the crew of the crashed E-767 "Casseopea". Probably butchered that.

    Yeah, you need to clear Mission 14, The first in the Op. Bellisima branch, on Hard or Ace, but only on the second or any subsequent playthrough. you can't start a new game, jump to hard, and get it in your first playthrough.
