I FORGOT HOW HARD LEVEL 6 IS LEVEL 9 IS MY FAVORITE. THE LAST LEVEL IS REALLY HARD

Level 6 took several tries! It's been a while, but as I recall, the trick was to give departure clearance to the sightseeing planes in the opposite order that they request it, i.e. in the order of their appearance on your list. Then the one plane doesn't return at an inopportune moment, causing a go-around.
