I was trying to get enough coins to get a mega start and I hadn't tried to beat Rotom yet so I beat him but didn't catch him so I tried again and caught him with an 11% catch rate!!!!

    so you can get a pokemon at 11% but i cant get a pokemon at 96% rate

    That has happened to me so many times like I always get Pokemon with low percentages but then when I try to capture a Pokemon with a high percentage I never seem to catch it!
