    Just like all HMs in Generation 1, you have to use it from the Pokémon menu. It's annoying, but they hadn't implemented examining the relevant object yet. If you don't have the HM, you can acquire it from one of Professor Oak's Aides. I think he's hanging around Route 2 in a building somewhere; you need Cut to reach him.
