How many Assist Pokemon are there?

I got this game when it came out and i didnt know that some pokemon were locked. So is there more in the challenges?

    Off the toppa' my head there's: Metagros, Fletchling, Eevee, Chespin, Gogoat, Fennekin, Staryu, Meowth, (The almighty)Goldeen, Latias/Latios, Arceus, Victini, Mew, Deoxys, Entei, Suicune, (No Raiku :( ) Lugia, Darkrai, Palkia, Kyrum, Xerneas, Zoroark (The one non-legendary SO powerful that a Master Ball was used), and i think maybe Dialga but im not too sure. So around 23 to my knowledge.
