Tatsu not being playable in Xenoblade Chronicles X is actually a good thing: If he were playable he'd most likely be a required party member for all story missions, which would end up meaning that the characters to use in story missions are fixed throughout the whole game after meeting Tatsu and you wouldn't get to choose the fourth party member yourself.
