First set your house of cards mission it will send you to the hanger. Find Doug and look towards the wall he's facing go over there d the key card. Go find Yardly Commercial district in the afternoon. Late at night you see the blue dot in admin. district. Go in the opposite direction jump in the water and swim back in that direction you will find his hideaway. You only find him here late night.
