    She is not really hidden since you meet her early in the game, but she runs around mira a lot and you have to beat all her missions. Also one of her mission prerqusites is one of the more difficult missions thats unloked late into the game.

    That's what I read, but I had 85%. It might be that. Otherwise I'd have no clue. Maybe you don't have some other condition met, but I don't really know.
