    Well, other than getting enough credits to buy those Skells, your party members have to get to at least lvl 30. Most likely, they'll be stuck piloting the cruddy lvl 20 Urban (the free Skell you're provided) until then.

    In the terminal in your barracks go to barrack hangar and then you can assign skells to party members as well as stuff like renaming the skell or changing the colors.
