Rock Tomb > Bullet Seed on Breloom. Sure, Bullet Seed is STAB and generally more powerful than Rock Tomb, but Rock Tomb when paired with a Focus Sash allows Breloom to nail things that normally counter it (Talonflame, Mega Charizards) really hard back. Plus, if they survive, the Speed decrease allows you to outspeed them next turn if you're running Jolly with max Speed EVs.

    Although I'm not into competitive Pokemon battling, I know what all of this means. Is that bad?

    No It just means you'd be able to get into competitive Pokémon battling more easily than someone who doesn't know what it means
