I don't think Sakurai tests the AI DLC characters that well.

They're stupid as hell. The Corrin and Bayonetta CPUs at even Level 9 hardly know what they're doing compared to the other characters.

    I had Bayonetta stand at the edge of the stage, spam her gun, then walk off the stage. Lv.9 OP XD

    I've had different experiences with Cloud's AI. I haven't got the time to play against a level 9 Bayonetta or Corrin yet, but level 9 Cloud actually gave me a bigger challenge than most of my human friends playing as him.

    Mewtwo is, alright. He's still super stupid, but not by much. Lucas's AI is terrible. It thought that it was a good idea to PK Thunder 2 right of of the stage. Roy's AI decides to Fsmash at every given opportunity. Ryu is a flat out moron. Seriously, just focus attack and Nair. Dazzit. Cloud. Well, he's basically like Ryu. Bayonetta and Corrin are just as awful as you said.
