    competitively viable is broad term as any character can be viable, but considering this was only the first official tier list and the game just had a balance patch, everything is still uncertain.

    As gibgib said there isn't really designated non-viable character, each character gives its own unique style to the game (barring clones of course) some just excel at more favourable qualities. remember a tool is only as good as the tradesman.

    From what I've seen a character usually has little chance of competing in competitive tournament if they are not in the top two tiers.

    I think of it more in degrees. Any character is viable, but some have big weaknesses you need to make up for with skill. Lower the tier, the more difficult the match.
