Random Drops

I have owned Smash Bros for 3ds since launch. I had everything in the game early except for 1 hat that prevented me from having the final panel complete. It was not until yesterday that I finally completed the game. I had been playing it aggressively but it would not drop. I was disheartened. Did anyone have this issue too?
