I'm confused.

Does franchise relevance matter or not? Fire Emblem is super popular in Japan and Metroid and Mother have the same number of reps.

    Probably, just not much. If they just tossed aside relevance we'd probably have more Earthbound and Kirby characters, but if it was a heavy factor in character selection we wouldn't have so much FE.

    But only in Japan. Pokemon is popular worldwide and FE isn't even half as successful as Pokemon, yet they have the same number of fighters.
