Find a room with a gold-crested Wizzrob and defeat all the enemies; a chest will appear with the Hookshot. Free Makar by wearing the Iron Boots and hookshotting the statue keeping him in.

i dont remember where they are, but theres a switch to open the floor and you need a small key. at the bottom of the room is a locked door. use the key to open it. thats the mini-boss room. clear that and you get the hookshot. all those brown head statues an be pulled over by wearing the iron boots and hookshotting them
