Amiibo stats rising without equipment?

Do Amiibo's stats increase as they level up even if you dont feed them any equipment? I dont remember an uncharged Pikachu F-Smash doing 20-30 damage.

yes they start off weaker than a normal fighter but as they level up they become better than a normal fighter.
