If we did get a Smash 4 on the NX I think we'd get 3 veterans. Here they are with reasoning Wolf: fans REALLY want him back Ice Climbers: They were supposed to be in Smash 4 Squirtle: It's Pokemon's 20th anniversary and he's about as Iconic as Charizard

I think a Veteran has more chance of joining then a new ballot character. Though maybe they all have the same chance.
