How'd you rebalance? Pikachu

Time for another one of these again. If you were given the task of character balancing, what would you change? Today's subject is the world's most iconic pokemon Pikachu. Only one guideline: keep the character's gameplay concept in mind. Otherwise, there's really no wrong answers. And 'I would change nothing' is a fine answer as well!

    I would care about it that much, but fix the Omega Clock tower glitch. If Pikachu up b's to the left of the platform, he won't have any ending lag, so its kinda ridiculous. But if I had the choice, I would buff every character that have trouble fighting against other top tier characters.

    Yeah... no. Of course I want to limit nerfs as well, but just buffing everyone is nonsense. It's much more work, you run a far greater risk of polarizing and misbalancing and chances are you're just going tend up with a slippery slope effect. (Buff one too far and suddnely you have to buff everyone else again.) It's much safer and efficient to find your balance in the middle.

    I guess I would give his Usmash a bit more cooldown. And less damage on Ftilt.
