Best DLC Fighter

Since I have some leftover funds from Christmas, I thought that I could buy a fighter. Except I do not know which one to buy! I would like any except the ones that come with a stage. Thanks!

Mewtwo is the worst DLC character in terms of tier. Ryu is the best in the same aspect.
