With the announcement of Magiana, a Pokémon that wasn't present in the game data for Pokémon X/Y or OR/AS, it's now possible that Thousand Waves and Thousand Arrows aren't going to be exclusive to Zygarde's new forms after all since it's possible that more such Pokémon will be announced soon. They're probably still Zygarde-exclusive, but it's good to look at the options.
