    That's PSI Magnet, it absorbs projectile attacks, like Mario's Fireball, or Pit's Palutena's Arrow attack, and restores Ness's percentage a little, you can't move while using this attack, so use it when the opportunity presents itself... or when the opponent starts spamming projectiles.
