Rule of Smash: Only video game characters can be in, so no Naruto. And second, Shy Guy doesn't really have enough to work with to be a fighter and not really anyone wants him. We also have enough Mario representatives. Since Cloud is the most popular Final Fantasy character, he was chosen.

@ yoshua i know they made games but the rules are : videogame characters Goku in the other hand was originated by a comic then 2 series i know in the USA the game showed first but japanese shot first
