    Its a really badly designed stage, like X6 levels of bad. You have to have the leg upgrade for X, or its impossible, what you need to do is make a blind jump forward and dash upwards and hope you grab onto the moving platform.

    But it is kinda impossible to do it. I mean I did what you told me to do I dashed and tried the little jump boost, but it didn't work and I suddenly died from the electricity.

    You can't do an air dash after dash jumping.

    I tried that too, but that didn't work either. So you can dash or the little jump boost, but one time I made it and I fell down from the top platform.

    It's the only way to do it, so just keep trying. Like I said, its really bad design, and if you play Zero's mission, you'll find even more bad level design, this game is honestly the second worst Mega Man X game.

    you have to do it quick but get to the edge near the electric jump use the air dash to dash up keep walljumping on the first rocket wait for the water to pass bye jump on the second rocket wall jump on that jump on it wall jump on the first one on the other side of it once jump on the second one jump and dash in midair and you'll probably reach the other side your welcome
