    Technically there is no best ending. Sadly though, in what people call the best ending Harper dies. ;-;

    If Harper doesn't die, then the mole gets exposed, preventing him from saving the hacker on the USS Obama. She dies, and Menendez's CPU virus infects all the drones and kills everyone. The best ending is the good ending by far, despite Harpers' death. I never liked him anyways...
