Huge spoiler scroll down if u dare ok so once u get out the apartments, theres an ammo shop. u will meet some f'ed up dude in there named hank he will give u ammo for drugs or tonic medicines u can find in the city. but heres the thing: u can exchange 10 rounds for 3 flares at the director, and really u only HAVE to kill 1 single tallman in the whole apartments...

If you take the blue pill before you go to bed a guy in your dreams gives you 10 ammo. if you don't have any blue pills go into the bathroom of your apartment and check the sink there will always be a refill of pills. Hope this helped!
