You should complete the pics requests of the bearded guy in Windfall Island (I always forget his name). He will give you some tasks of getting certain pics of people in the island. @Wait near to the mailbox for a guy to deposit a letter. If you are too close to him he will stand still and won't move, so keep your distance to take the pic.

@Go into the Cafe and you should see a guy with grey hair. Take a pot and throw to him and will start to shiver. Take the pic quickly. @Wait near the girl in yellow dress until a guy wearing a striped t-shirt and a hat appears. When he comes close to her, they stare each other briefly. Take the pic. Show the pics in that order to the bearded guy as requests them and he will give the color camera.
