To get the special wands, you need to have a cafe medal for fulfilling these conditions in your cafe: use a rare/super rare cafe set (wallpaper, flooring, chair and table) based on following themes in parentheses (Cinderella, Alice in Wonderland, Aladdin, Mickey, Minnie, Donald, Goofy), add rare/super rare decorations, and a rare/super rare food set. For those sets, you need to have a perfect 8 theme combo for those specific themes. For the Goofy medal, you need to decorate the cafe in the Western theme with a rare/super rare cafe set. For Aladdin, you need to use a completely decorated rare/super rare cafe set and rare/super rare food. (continued in next comment)

For Pirates of the Caribbean, you need to make some rare/super rare food, and use all the different decorations, even the extremely pricey Treasure Chest. If you meet those conditions, the characters will award you with a cafe medal, which you can use towards a secret wand.

No. The only two areas that you can go to in Cinderella's world are Cinderella Castle and the quest areas where you can fight ghosts.
